This book presents the legal character of the inner structure and procedural organizational activity of the two chambers of the Russian Parliament; deals with the issues of their interrelations and with other bodies of state power. Special attention is paid to the upper chamber of the parliament—the Council of the Federation, in view of its late reorganization. The author gives a brief description of the work of the Russian parliament and carries out a comparative analysis with the practice of the activity of bicameral parliaments of a number of foreign states; deals in detail with the process of lawmaking; underlines the issues of legal technique as the rules of constructing law. The appendix contains information material prepared by the Council of the Federation on the issues of the formation and activity of parliament chambers of a number of states having bicameral parliaments.
