The first cycle of introduction of the proportional election system

This monograph summarizes results of the first cycle of introduction of the proportional (mixed) election system. The author analyzes the political aspect of local election campaigns and their results from December 2003 to March 2009. The last chapter includes a short resume of the 2009 October elections. According to the author the rules of parliamentary elections have been modified during this period so the federal government and national parliament would have more control over the local ones.
