This exciting study of the relation of knowledge and power in the USSR is based on a detailed inquiry into the biographies of the Soviet functionaries, mostly responsible for collecting and processing national statistics (P.I. Popov, O.A. Kvitkin, V.V. Osinskii, etc) and proposes a new understanding of the logic of Stalinism and Stalin’s terror. From the authors’ point of view, the history of Stalinism is constituted not only by the communistic ideology, but also by the confrontation between political leaders and administrators, who were partly oriented towards a more progressive state.
