This book first published in 1994 is one of the most detailed investigations on the financing of the Bolshevik party by the German government. Startsev proves that the Polish journalist and adventurer F. Ossenovski is the author of many of the documents (known as "The Sisson Documents") that served as the main proof of the German-Bolshevik conspiracy. According to the author, these faked documents are nothing more than a talented adventure novel by the Polish writer. This was the last book of professor of political history V. Startsev (1931-2000). Four supplements include the Sisson documents translated into Russian and more.
