This book is based on an original theory that treats power as a commodity much more rare and expensive than drugs. The Russian power market was and still is the most attractive for local investors compared with the commodity or financial markets. According to the author, the last decade of liberal reforms and administrative changes did not change the principal nature of power or administrative market. The book gives a definition of the administrative market and its functions; it presents: logic and ontology of its transformation, hierarchy of power in the USSR and post-perestroika Russia, shifts in the social structure and the power structure in the last decade, forms of political self-government in a society with an administrative market. The last chapter contains Kordonskii`s theory on the intelligentsia and "intelligentnost`" as a commodity.
