The USSR was known for its for unprecedented support of the national cinema, but it also had unprecedentedly harsh censorship of this art. "To put film on the shelf" in Russian newspeak meant that it was forbidden to be shown in any theater in the country. This was just short of the extreme penalty of physical destruction of the film.
