This publication analyzes the new program adopted in 1994 by the Communist Party of Russian Federation led by Gennadii Ziuganov in 1994 and, in particular the new concept of "stable development" (ustoichivoe ravnovesie). This concept is claimed to be a new alternative for world development. The author tracks the history of the concept of stable development, its supporters in Russia, historical experience and precedents for its application. The authors conclude that the concept and the program based on it is completely wrong.
