This book continues the series of publications about the unique success of the soviet system in several areas, in this case, in science. This monograph studies the history of forming the Institute of Physical Problems in the Russian Academy of Sciences under leadership of Petr Kapitsa (1894-1984). The book is based on a wide range of archival materials, including the classified documents of the Politburo of the CPSU, personal archives of Stalin, Molotov, and Mezhlauka, the main curators of this project. The first volume tells the story of the uneasy personal relations of Kapitsa with the soviet government and the first success of the Institute marked by the Nobel prize for research in the superfluidity of helium.
